New procedure for letters of invitation to Cuban citizens

The Ministry of Justice of the Republic of Cuba by its Resolution number 75,  from April 25th, 2007, established the following:

As from May 2nd, 2007, the Notaries Public or Consultants in Cuba are not allowed anymore to extend letters of invitation to Cuban citizens from our own national territory.

On the other hand, the Ministry of Foreign Relations of the Republic of Cuba, by Resolution number 87, dated April 23rd, 2007, established the following:

ü                                     As from May 2nd, 2007, the persons (hostess) who would like to invite Cuban citizens, living in Cuba, will extend the letter of invitation from the Consular Section of the embassy, only in case the invitation will be for persons with first degree blood relation, as parents, grand-parents, children, grand-children, brothers and sisters.

ü                                     If the invited persons are not first degree blood relations, the invitation letter should be extended by a notary public, and should include the following information:

ü                                     Names and family name of the invited person, citizenship, age, civil status, profession, occupation, identity card number and full address.

ü                                     The Notary Public paper should clarify that the person who sends the invitation letter (hostess), will be responsible for all the expenses of the guest, including air ticket, accommodation, food and others expenses as medical insurance, during the guest full stay, in order to prevent that he should become a helplessness or a public charge.

ü                                     The document extended by the Notary Public will be presented to the Consular Section of the Embassy, and once accepted by the Consul , after verification of the requirements and its authenticity, he will extend an official certificate.

ü                                     The official certificate will be presented to the Immigration Cuban officials, and the document extended by the Notary Public should remain at the Consular Section.

ü                                     The cost of the certification of the invitation letter and the extension of the certificate will be the same as before (165.00 U.S.D).

ü                                     The validity of the letter of invitation will be also the same (one year), and the certificate will be sent, as usual, through the Embassy channels.

ü                                     In case that the Embassy of the country where the hostess have sent the invitation letter ask for this same letter, the hostess should carry an additional copy of it to the Consulate Section of the Embassy, duly legalized and certified, and he has also to pay the cost of this additional consular service.
