The participants in the sessions of the II
International Colloquium “For the Liberation of
the Cuban Five and the Fight Against Terrorism”
unanimously agree to make the following Final
Declaration:
To all who love justice.
For more than eight years, five courageous Cubans
have been unjustly imprisoned in the jails of
the United State of America, their only crime
being to fight against terrorism with dignity.
The long and politicized process has allowed that
the Five and their relatives to be physically
and psychologically tortured, the violations of
the norms of a due process and the regulations
regarding the treatment to inmates. These
constitute flagrant violations of the most
essential of the United States and international
legal rights.
North American imperialism continues attacking
the Cuban Revolution in all possible ways,
forms, methods and means with the aim of
starving the Cuban people and thus make them
surrender. To this end, they resort to the
vilest, grossest, the most vulgar, despicable,
and illegal actions. For more than 45 years they
have maintaned the genocidal, criminal and
terrorist blockade againt Cuba which
demonstrates the lack of respect to human rights
and international laws.
The government of the United States of America
maintains a double standard in its policy for
the struggle against terrorism. It shelters,
protects and logistically, financially and
morally supports terrorist organizations. These
organizations maneuver permanently and
systematically from North American territory to
prepare and carry out terrorist actions which
have caused many victims not only to the Cuban
people, but also to the people of other
countries, including those of the United States
as well.
The Bolivarian Republic of Venezuela, has legally
and officially requested to the United States
the extradition of Luis Posada Carriles, a
fugitive from that country, and under protection
in North American territory, based on the
covenant signed between the two countries in
1928, so he may stand before court and answer
about the act of terrorism carried out regarding
the blowing up of a civilian airplane in flight
that cost the life of 73 innocent victims.
The stand of The United States of America
regarding this request has been the delaying of
the process so as not to comply with the
Resolution of the Security Council of the United
Nations which forces all states to deny refuge,
financing and shelter to terrorists, the
extradition to the corresponding country or the
processing by proper courts of the persons
accused of comitting terrorist actions, even if
they are foreigners.
Taking into account the afore mentioned, we,
participants in the sessions of the II
International Colloquium “For the Liberation of
the Cuban Five and the Fight Against Terrorism”:
1. Demand that the government of The United
States of America free the Five Cuban Heroes
imprissoned in its jails, Now! since they have
committed no crime.
2. Demand that the United States of America to,
immediately!, stop the systematic and repeated
violations of human rights comitted against the
five incarcerated Cubans and their relatives and
to adjust to legal norms, especially those
referring to the due process, as well as to
respect their own constitution.
3. Urge the magistrates of the Court of the 11th
Circuit of Atlanta, to do justice and to rule in
favor of the Five in reference to the appeal
submitted, since the five prisoners are inocent
and the sentences dictated lack legal basis.
4. Ask all honest men and women of the world to
work intensively in the noble task of spreading
the just cause for which the Five Heroes are
struggling and to demand their immediate
release.
5. Demand that the United States Government
deactivates the terrorist groups and
organizations that live in that country,
especially those based in Miami, to prevent them
from committing new terrorist actions against
Cuba, its own country and other nations of the
world.
6. Request that the United States Government
immediately rules the extradition of the
notorious terrorists Luis Posada Carriles and
Orlando Bosch to The Bolivarian Republic of
Venezuela.
If the government of The United States does not
approve the request for the extradition, it
should then judge these terrorists in its own
courts as dictated by the covenant on civilian
aviation signed in Montreal, Canadá, in 1971 and
Resolution No 1373 - 2001 of the Security
Council of the United Nations.
7. Condemn the illegal, unjust and criminal
economic blockade imposed by the United States
Government against Cuba for more than 45 years
and demand its immediate lifting, since it is an
act of state terrorism.
8. Ratify to the Five Heroes, antiterrorist
combatants, and their relatives as well as to
all those who struggle for their liberation that
we will continue struggling in defense of the
just cause that they have so well represented
and that we will not cease to fight for their
freedom, since we are convinced that: They shall
return!
Free them now!

Long Live the Cuban Revolution!
