 Revolutionary Concepts

  • No youth should be abandoned and no person should be left alone to face his fate. The YCL must work with every youth. Behind every category and every percentage is a man, a woman, a child or senior citizen.

  • There is a solution to every problem; it is a question of finding alternatives.

  • Any coordination work must be based on continuous analysis and up-to-date information so that decisions take precise account of the details; every action must be thought through, one must act quickly and never lose a minute.

  • New coordination methods and mechanisms must be found so that all bodies and organizations participate with the understanding that the nation’s interests are over and above bureaucratic contradictions, cravings for power and institutional jealousy.

  • Secure high levels of involvement and commitment from those cadres and workers who participate in each and every one of the programs.

  • To exercise criticism and reflection wherever needed.

  • Every idea always leads to a new idea and this new idea leads to more and more ideas. A new idea, no matter how good it seems, must be previously tested and undergo thorough experiments under real conditions.

  • Discretion and compartmentalization are basic principles in program coordination and orientation. Programs shall be made public only after they have become realities; this way, we shall avoid promises that cannot be kept or that are kept and then ignored, forgotten or cast aside.

  • Participating companies should neither make profits nor bear losses. Works must be executed quickly, within the budget, with quality and an optimal use of resources.

  • Maintenance for equipment and facilities made available to these programs shall be provided. Everything must always be as good as new.

CHANGES IN PRIMARY EDUCATION

u    A teacher responsible for only 20 pupils.

u    TV sets and VCRs as teaching aids.

u    Solar panels in schools without electricity to power computers, TV sets and VCRs.

u    Computing is taught at pre-school level.

u    Intensive courses of primary school teachers and basic computing professors.

u    Modern educational tools for children with special education. First School for Autistic children was inaugurated two years ago.

u    English language teaching through TV classes as from 3rd grade.

u    Massive study of chess at schools.

u    Influence of graduated Arts Instructors.

u    Improvement of school meals.

u    Today the students learn 2.2 more Maths and 1.5 more Spanish than four years ago.

RADICAL CHANGES IN JUNIOR HIGH SCHOOLS

u    A different Educational Model

u    Only 15 students per teacher

u    General, all-round teacher training courses.

u    Improvement in the school-family relationship.

u    Maths, Spanish, English, Physics and History lessons are taught using videos on the Educational Channels.

u    An increase in the frequency of classes in Maths, Computing, Spanish and History.

u    Influence of the new Arts Instructors.

u    School snack or lunch in a program to promote consumption of vegetables at school dining rooms.

u    Double sessions of classes.

CHANGES IN THE TECHNICAL AND PROFESSIONAL TEACHING

u    Guaranteed general, all-round teachers for 25-30 students.

u    Teachers, preferably for technical subjects and that can go along with their students through their training process.

u    New curricula to ensure the link to Higher Education.

u    The use of video classes, TV classes and educational softwares of high school teaching.

u    Economy-oriented as from 1st and 2nd year.

u    Incorporation of students in enterprises as from 3rd year.

u    Review of occupational profiles of this teaching.

u    The use of professionals of the field of production and services to tutor students at enterprises and as teachers of technical subjects.

u    An employment guaranteed for the graduates.

UNIVERSALIZATION OF HIGHER EDUCATION

THE NEW UNIVERSITY which makes it possible to pursue university studies at the municipality of residence, making the best use of material and human resources of the Revolution, respecting the principle of quality in the training of university personnel as main guarantee for a real social impact,

u    Guarantees the extension of university studies for youth involved in the Battle of Ideas, cadres of organizations and workers in general.

u    It provides each municipality with the possibility of managing and using their own human resources.

u     There are 65 427 professors and tutors out of 700 000 professionals trained by the Revolution currently working in the universalization of higher education.

u    Enrolment in higher education amounts to 380 000, the highest in the history of university teaching in the country. The FUS has reached its highest membership.

u    There are 233 011, pursuing 46 studies at 938 campuses.

FUTURE PROJECT
The university of Computer Science

u    A modern University of Excellency where new teaching systems and concepts are implemented.

u    A center created for the training and upgrading of professionals of Computer Science and the production of national and exports oriented service softwares. Likewise it will serve as teaching aid for the program of informatization of the Cuban society.

u     There are more than 6 000 youth enrolled from all municipalities of the country. This figure shall amount to 10000 students at an enrolment rate of 2000 a year).

u     This idea will be extended to the Computer Science Polytechnic Schools where there are currently more than 40 000 mid-technicians of this branch.

 Conditions at ISPJAE, the Faculty of Mathematics of the University of Havana will be enhanced.

A network joining universities of the country will be implemented.

COMPUTER CLUBS

u    Centers aimed at massive and free computer training, created in 1987.

u     This program was extended to 300 facilities, enhancing its functions as from April 2001; increasing the number of PCs up to 3 000.

u    New extension of Computer Clubs of 300 additional facilities to reach 600; 100 of which are already completed.

u     The training of 436 753 fellow citizens on computer techniques during the last tour years. 701 061 have passed the courses in 17 years.  All of 300 Computer Youth Clubs are connected to Internet, thus providing access to this service for all the municipalities of the country.

            The day shall come when massive access will be possible for all to interact with the world.

EDUCATIONAL TV CHANNELS

u    Initially there was a TV program (My TV) on both national channels and aimed at enhancing the general, comprehensive culture of our children and students.

u     Two new educational channels are opened.

u     They broadcast 394 hrs a week with Cubavisión and TeleRebelde of educational programs, which represents 62,7% of the total of hours of National Television.

- 247 hours a week for curriculum.

u     They cover all provinces of the country for the benefit of 9,860,358 people, 87.9% of the population of the country.

u    A channel broadcasting two years ago.

u     A program targeting schools: 7 hrs and a half a day, for a total of 36 hrs and 10 minutes in 97 programs a week.

u    It started broadcasting in April 2004.

u    85 hrs a week.

UNIVERSITY FOR ALL

u    Created on October 2, 2000, the most massive and diverse university of the country.

u     Subjects that help improve people’s general and comprehensive culture.

u     43 courses have been taught with 1721 hrs of content. There are currently 6 new courses on TV.

u    These courses have involved 775 professors; 265 Doctors in Sciences and 134 Masters.

u    15 905 758 newsprint editions, as teaching aids.

INTENSIVE TRAINING OF SOCIAL WORKERS

To train students from High School in 10-month courses, to target needs and problems in the community and propose work lines that can lead to their solution..

Four schools were created: Ciudad de La Habana, Villa Clara, Holguín y Santiago de Cuba.

u    Social workers graduated: 21 485.

u    Organized in 1 420 working brigades covering almost all the municipalities of the country.

u    Each year 7 mil youngsters are trained under the new pedagogical concepts. Enrollment for 2004-05 school year: 7234.

u    Home-schools equipped with TV, VCRs, PCs and the tutorship of experienced teachers.

SOCIAL WORKERS PROGRAM

They are the doctors of the soul.

Their mission: to befriend people and families.

They conduct the battle for Marti’s ideas of “conquering all the justice”

The work is not based only on cold figures but on relevant information such as the name, home address and situation of each person in need of support or assistance.

No need to wait for someone to come with its problem …; it is necessary to search block by block and get to know all the households and people in need of assistance.

u    Attention to each:

-         Children up to 15 years old with nutritional problems

-         Students at Behavior Schools.

-         Youth between 16 and 29.

-         Child suffering a malign disease.

-         Youth in the Comprehensive Training Course.

-         Worker from the MINAZ Training Course.

-         Elderly or physically impaired.

-         Gradual transformation of prisons into schools

-    They contribute to the strengthening of the links between the families and the sentenced           youths.

-    Experience of the San Francisco de Paula Inmate Youth Center.

-    90 % of the penal population is participating in audio visual programs.

-    Social workers in male and female penitentiary centers.

-    207 graduates from the Comprehensive Training Courses are pursuing Law as Atorneys Assistants to attend to those serving terms with no incarceration.

GENERAL COMPREHENSIVE STUDY OF CHILDREN’S POPULATION

Assessment of the nutritional conditions, education, family environment and living conditions of the infant up to 15 years old.

AIMS:

u    To characterize every child born alter 1989 and identify those presenting problems of malnutrition by defect as well as other problems conspiring against their normal development.

u    To conduct a comprehensive study of the characterization of the children identified with problems, starting from the visit to their households.

u    To create, systematize and/or improve the variants of attention to these families.

RESULTS:    

u    2 173 656 under aged have been characterized, with 241 191, that is:11,9%,.

u     Main problems detected:

§          Psycho-social problems - 42.5%.

§          Under-nurished by defect - 39.3%.

§          By desease - 20.5%.

§          Physically impaired - 9.4%.

§         Non institutionalized - 2%.

u    14 335 social cases were identified, which is 8,7%.

u    283 142 cases have been identified with needs of assistance (food, education, medical, psycho-social and others)

1 717 695 youths have been visited, that is: 74% of the young population:

u    studying: 658 926 jóvenes;

u    in production or defense-related activities: 721 113 youth;

u    studying and working: 70 103 youth;

u    enrolled in part-time courses: 80 076 youngsters;

u    not working or studying 187 477, 11 % of the visits:

       67,2% women,  43% blacks or mestizos,

       with 6th grade or less, 18%, with 9th grade,  57 %, mid-high level 24,5% and university graduate, 0,7%

INTENSIVE TRAINING COURSES FOR YOUNGSTERS

u     We set up the secondary school upgrading courses for young people aged 17 to 30 who, once they had completed ninth grade, which is now the general level for these ages, ceased to either study or work.

u    The eradication of the lost link.

u     Enhancement of their self-esteem.
